responsible development

In less than 2 years, Rachel has focused on responsible development by:

  • Attending resident association meetings and AGMs and met regularly with every resident association in Ward 15

  • Meeting with associations and community members and developers regarding specific projects to ensure meaningful community advocacy and input throughout the planning process

  • Working to strengthen the City’s response to developments under active litigation and advocated for stronger enforcement tools to address irresponsible development practices

  • Protecting the urban tree canopy by supporting stronger tree projections through the development process and improvements to the City’s tree by-law.

  • Leading the charge for more transparency and understanding about the impacts to AI data centres and their growing energy and infrastructure demands

  • Working with residents and City staff on the Thorncliffe Park TOC process, resulting in recommendations to ensure strong connectivity and resident concerns addressed as part of the TOC planning process

  • Collaborating with staff to ensure multiplex implementation reflected the experiences of Ward 15 residents, leading to additional parameters around multiplex developments

  • Strengthened protections for tenants including the implementation of a new colour-coded system to hold landlords accountable for building upkeep

  • Supporting advancement of an indoor maximum temperature by-law as well as opposition to Provincial Bill 60 which sought to weaken tenant rights

  • Partnering with local tenant organizations and RentSafeTO on property maintenance concerns when not addressed in timely manner by landlords

traffic, transit and pedestrian safety

In less than 2 years, Rachel has focused on traffic, transit and pedestrian safety by:

  • Advancing dozens of new traffic calming measures to improve road safety and reduce traffic infiltration in DVW, including securing three of the City' s first Intersection Pedestrian Signals (IPS)

  • Supporting cutting-edge technology to manage congestion and supporting increased fees for construction projects blocking lanes throughout the city

  • Working with community, Metrolinx and City staff to improve traffic mitigation during the Beth Nealson Drive closure and Overlea Dr and Millwood Construction

  • Collaborating with the TTC on service improvement across Ward 15

  • Focussing on interdivisional coordination to address persistent traffic challenges in areas including Donlea and Bayview

  • Advocating for improved snow clearing throughout Ward 15, particularly in areas that experience challenges during major winter storms

  • Moving motions on accessibility improvements during transit and right-of-way construction projects

  • Hosting a special Ontario Line Town Hall with MP Bowman to help residents better understand this major provincial project

  • Helping to secure $11 million for a new Local Road Resurfacing program, which will resurface an additional 3.4 kilometers of roads in Ward 15 beyond regularly scheduled road rehabilitation work

  • Working with residents and City staff to address various challenging areas to improve traffic, speeding, congestion and road safety issues, such as Donlea Drive, York Rd, Sheldrake and Mt. Pleasant and more

 

community safety

In less than 2 years, Rachel has focused on community safety by:

  • Supporting the hiring of over 500 new police officers as part of a Five-Year Hiring Plan, with 109 new police officers already at work by the end of 2025, as part of a broader commitment to improve response times and public safety

  • Organizing several local community safety meetings with police and multiple levels of government, as well as advanced motions at addressing home invasions and break-ins

  • Moving a motion directing Toronto Emergency Services to work more closely with community organizations during emergencies, informed in part by lessons learned in the Thorncliffe Park fire.

  • Supporting the hiring of additional crossing guards, securing 3 new Intersection Pedestrian Signals for dangerous crossings, and worked to improve safety in school safety zones

  • Pushing for multiple traffic and safety initiatives throughout key spots in the ward, along with lowering speed limits on local roads internal to neighbourhoods, as well an advancing traffic dozens of traffic calming measures across the ward in partnership with requests from community

  • Advocating for stronger regulation of e-bikes and e-scooters, as well as licensing of e-bikes

  • Successfully advancing a motion resulting in new bubble zone protections to help safeguard vulnerable institutions from intimidation and harassment, including moving ten amendments to improve the by-law

  • Standing with the Jewish community during periods of heightened concern following several targeted incidents and established the Ward 15 Interfaith and Community Action Group to foster dialogue, understanding and community resilience

  • Representing the City of Toronto at the Combatting Antisemitism Mayor’s Conference in New Orleans

  • Participating in professional development in the Strong Cities “Communities, Connection and Social Cohesion Academy”

  • Continuing to speaking out against antisemitism, hate and discrimination in all forms

Green Spaces, Community Amenities and the Environment

In less than 2 years, Rachel has focused on Green Spaces, Community Amenities and the Environment. Among her most notable achievements:

  • Honouring legacy of former Ward 15 Councillor Jaye Robinson by naming of Jaye Robinson Park in Lawrence Park

  • Openings two brand new parks (Dawn Redwood Park in midtown and Radar Park in Leaside)

  • Securing multi-year capital funding for rehabilitation of and improvements to the Sherwood Park Off-Leash Dog Run

  • Expanding the Broadway Parkette (across from Northern Secondary School)

  • Revitalizing and expanding of Redpath Parkette

  • Advancing state of good repair park and improvements to community recreation sites throughout the ward (for example, Lawrence Park tennis club, Leaside High School city courts, Denlow Park, Leaside Arena and Leaside Curling Club, etc)

  • Advancing state of good repair and major overhaul projects at multiple Ward 15 libraries (Jenner Jean Marie, Mt. Pleasant and Locke branches)

  • Removing outdated park rules and supporting expanded food and beverage options in parks

  • Advocating for new pathway into the ravine system from Vanderhoof/Glassworks Drive for increased access to our cherished green spaces

  • Helping to advance the Toronto Botanical Garden Master Plan

  • Championing the expansion of School Food Programs across the City to support a total of 243,000 students in 643 schools

  • Advocating for public art in LRT stations

  • Pushing Metrolinx to ensure LRT stations are truly accessible

  • Reducing the use of gas powered leaf blowers

  • Supporting the expansion of electric vehicle charging infrastructure
